marching to a different drummer

It seems that once the new director's loyalty pogrom is finally completed, everybody at the Central Intelligence Agency will be marching in perfect political, ideological and dogmatic lockstep with our naked emperor. I think the Germans used to call it "Goss-stepping" or something like that...
